Ugh. This is based on a cyclical theory called "generational dynamics" by Strauss and Howe. The theory isn't remarkably different from other cyclical theories; nor is it in any way scientific -- it's re-interpreting history through a particular bias.

As noted in one of the above links, there's an ironic self-fulfilling nature of some of these things: "If enough people believe a catastrophic 'crisis' is forthcoming because Strauss and Howe (or others) said it would, they might be more likely to put society on a crisis footing in reaction to whatever events do happen."
