President Obama delivered his seventh, and presumably last, State of the Union (SOTU) address on Tuesday night. Seventh, because his “Address before a Joint Session of Congress” in February 2009 was not, technically, a SOTU, even though it was functionally equivalent to one. Presumably, because in theory Obama could give a SOTU before leaving office in 2017.
