Featured Voice of the Texas GOP: Kelly Hancock

First elected in 2006, Representative Kelly Hancock is serving his third term in the Texas House of Representatives, representing Northeast Tarrant County (HD-91). Hancock is an advocate for core conservative values of limited government, lower taxes, economic development, and strong family values.

During the 82nd legislative session, Speaker Joe Straus appointed Representative Hancock to serve on the House Committee on Insurance, the House Committee on Environmental Regulation and as Vice Chairman of the Local and Consent Calendar Committee. Kelly was reappointed chairman of the Republican Caucus Policy Committee, where he led 15 committee members in discussion on policy decisions regarding key legislation of the 82nd Legislature.

Some of Hancock's successes from the 82nd Legislature include helping pass Senate Bill 980 which further deregulates the telecommunications & services markets and ultimately increases competition in the industry. Working with Senator Carona, Kelly passed Senate Bill 425 which seeks to address issues consumers have had with certificates of insurance and streamlines the approval process by the Texas Department of Insurance. Senate Bill 875, passed by Hancock, gives Texas businesses an affirmative defense against enforcement actions citing nuisance and trespass claims arising from greenhouse gas emissions. Along with several conservative colleagues, Hancock worked to pass Voter Identification legislation, Pro-life and Sonogram legislation, Eminent Domain legislation, Immigration reform legislation and State Sovereignty legislation.

Numerous organizations such as the Texas Conservative Coalition and the Texas Heritage Alliance have recognized Representative Hancock for his efforts in promoting fiscal responsibility and strong conservative values. Among other awards, he was presented the "Legislator of the Year" Award by the Texas Fire Chiefs Association and the "Katie Sherrod Advocacy Award" for advocating for victims of domestic violence. Hancock was also named "Champion for Free Enterprise" by the Texas Association of Business and a "Taxpayer Hero" by the Texans for Fiscal Responsibility.

A graduate of Baylor University with a degree in Business, Hancock possesses an extensive business background through his work at Advanced Chemical Logistics, his family-founded chemical distribution company. Hancock began his commitment to public service shortly after the birth of his first child, Chloe, and spent the next 13 years serving on the Birdville ISD School Board.

Kelly and his wife, Robin, have been married 24 years and have three children: Chloe, Skylar and Harrison. As a family, the Hancocks stay very involved in the community through their participation in school, church and community events. Representative Hancock is honored and humbled to give back to the community in which he was raised through his service and allegiance to District 91. He remains committed to working with local and state officials to ensure that Northeast Tarrant County's constituents are always well represented.
