Reid told The Hill:

“I think for sure it will be a net positive. I think so by then for sure.” He added that because Senate Democrats have offered their input to the White House on the federal enrollment site HealthCare.gov, it has improved. “It’s gotten significantly better, but it was significantly bad so it has a long way to go.”

The new tower built around the 9/11 memorial is a reminder of American ingenuity and American resolve as a new and bigger tower is built on the real estate where the original towers were brought down. Consider the tower New York giving the middle finger to terrorists as New Yorkers simply rebuilt the tower. The memorial is divided into two parts, the first being the actual buildings that will surround the memorial, and the second part is the creation of hallow grounds as fountains are built where the old towers stood and the fountains are surrounded by the names of those who perished.
